Used Car Sales Tax Repeal Bill

 Senate Bill 23, the used car sales tax repeal, was signed by Governor Sebelius February 24.  The bill will be published and become effective March 3.  The bill repealed a statute requiring a uniform value to be used to determine the sales tax paid for used vehicles.  Problems arose when citizens purchased vehicles for under book value, but were required to pay sales tax on the book value rather than the actual purchase price.  The good news is that the law will initiate a refund for those that have overpaid sales tax in a used car transaction since July 1, 2004.  Information regarding the refund can be found at www.ksrevenue.org/faqs-VehSalesRefund.htm.  The refund request form can be found at www.ksrevenue.org/pdf/forms/st21v.pdf.
